I recently watched a video on some of this stuff (he rules as they written in law)
-Yes governments can prorogue for various reasons (with GG approval), only existing laws and bills (with royal ascent) may be allowed to continue, UNTIL End March. Then we have to have a bill passed for a supply motion (automatically a confidence vote), either bill gets approved and FY 2025=26 ges ahead OR we got an election (and a special warrant from the GG allows current existing monies to be paid)
-If they prorogue PAST end March, there is literally no approval for funding
-While in proguement, NO NEW bills or acts may be passed and I believe OIC are very limited in nature
