Canadian Solider In Blue?

Found this online. Would anyone like to tell me why he is in a blue uniform?

The only reason I can conceive is that he is special ops?

IIRC, those are RCMP officers helping train the local Afghan police force.

Anyone correct me if I'm wrong please.

I would guess that the guy with big RCMP patch on his shoulder is RCMP.

The guy in AR CADPAT is probably a Canadian soldier.

I know the soldier to the right is Canadian but had no idea about the officer in the blue.

I had no idea RCMP were in Afghanistan, nor did I have any idea of how RCMP's patch looks like. But thanks for clearing things up!
