I believe that in may cases, Foreign Aid is really just the US way of bribing nations to get what they want, or turn a blind eye to what they are doing in their country. The down side is they don't track what the money is really used for, which leads in many cases to individuals growing their personal wealth as opposed to aiding those in need (where this is actually required). China, on the other hand, tends to put its foreign aid in to actual infrastructure projects that while still making some people rich, also can improve the lives of the local populations (I know, not always, especially where they bring in their own manpower and supplies).
