Foreign aid is fine (and it needs to be reviewed here and elsewhere) - just be careful which foreigners you give it to.
One criteria for foreign aid in my book would be this very simple test - 'Do you have a nuclear bomb? If yes, then no aid for you'. Because if China, India and Pakistan can afford to spend billions on developing/expanding/improving/maintaining nuclear weapons, then you have the money and the resources to take better care of your people.

Hope so. But fixing the bureaucracy goes hand in had. Things like a more simple tax code, easier procurement system etc. The GoC should assume more risk in lower dollar procurements for example - far too risk adverse and far to many hoops to jump.
 
I believe that in may cases, Foreign Aid is really just the US way of bribing nations to get what they want, or turn a blind eye to what they are doing in their country. The down side is they don't track what the money is really used for, which leads in many cases to individuals growing their personal wealth as opposed to aiding those in need (where this is actually required). China, on the other hand, tends to put its foreign aid in to actual infrastructure projects that while still making some people rich, also can improve the lives of the local populations (I know, not always, especially where they bring in their own manpower and supplies).

this I like - lets add a forensic accounting of the money we taxpayers give other nations and how it is distributed.

Come to think of it lets have a complete accounting of our OWN money....that past GoCs have seen fit to give away to other nations and corporations.

Agreed. But voluntary WFA will yield a lot of volunteers. Last round a buddy of mine was WFAed and he went on the alternation and people offered him cash to switch. 7k was the highest offer he got from someone wanting to switch.
