The Why Behind the Annuitant 35 Day Break?

Good day all,

Does anyone who the why of the 35 day break? If I understand correctly, legislatively annuitants only need a single day break to avoid being re-enrolled in the pension. So why 35 days? Is there a real reason for it or was it just a random decision with the intent of creating a disincentive for annuitant service? I apologise if this has been previous addressed, but my search didn't find it.

Personally, I don't mind it; it makes up for the delta between Regular and Reserve leave entitlements. But it does suck for your employing unit that they have to deal with a five week absence every year. I wouldn't mind taking the break in two or more blocks except for the fact that you need a 180 day contract to maintain benefits. And the health care benefit is one of the main reasons I'm still in uniform.

Anybody in the know?
