Incentive Pay Cateogry (IPC), Spec Pay and Solider Qualification (SQ)

Not to hang out my dirty laundry, I am going to keep my situation as general as possible without getting into specifics of who/what/where. If you must, please feel free to read between the lines or piece together my particulars from previous posts.

My question is double-barreled. It involves Occupational Transferring (OT) from a Spec 1 pay trade to another Spec 1 pay trade and how it affects your IPC while in the training system after after "fully qualified" status.  Furthermore, whether or not branch Managerial Authority (MA) or just your trade's MA supersede trade qual specifications?

BACKGROUND

- OT'd as a fully QL5 qualified NCM mbr from a Spec 1 pay to another Spec 1 trade (Jul 10);

- as of Jul 10, receiving Cpl Spec 1 IPC 2 pay;

- on changing MOSID, relinquished Spec 1 pay. Clerks initially paid me at Cpl Standard IPC 4 and two months later realized that it was an error;

- after paying back the "extra" pay, my pay level essentially was adjusted laterally across the pay table from Cpl Spec 1 IPC 2 to Cpl Stnd IPC 2;

- on graduating from my QL5 crse in May 12, using an Excel-based spreadsheet that automatically determines new IPC level  after entering user-specific parameters - I will be credited my time in the QL5 training system (approx. 22 months) - which amounts to Cpl Spec 1 IPC 1.

- HOWEVER, coming from a previous Spec trade where I was:

  a.  Navy DEU element;
 
  b.  "purple" trade / CSS;

  c.  BMQ (not BMQ-L) qualified; and

  d.  lacking SQ

this culminates in my current branch's MA requiring completion of the SQ crse before I am QL5 qualified.

Apparently, based on previous mbrs who were in the aforementioned situation - they were not entitled to receive backpay from the time they graduated from their QL5 crse and SQ since under the branch MA only then will I be fully qualified.

- recently submitted a memo thru CoC to the unit's CC who verified the above.

QUESTIONS

- 1. Is IPC akin to seniority or time-in current rank? If so, can someone point me to a document or something promulgated to this effect?

- 2. If IPC is not the same as seniority, why when I OTd was my IPC maintained and not kept at the closest IPC to the pay I was receiving in my old trade?

- 3. I read  that upon becoming fully QL5 qualified my pay has to be be restored (http://www.cmp-cpm.forces.gc.ca/dgcb-dgras/pub/cbi-dra/204-eng.asp):

    "...in the case of a non-commissioned member in the junior Military Occupational Structure identification (MOSID) in a specialist occupation, for the pay increment and qualifying service for their rank pertaining to the sum of:

    the pay increment for their rank in the higher trade group that is nearest to, but not less than, the rate of pay the member was receiving on the day immediately prior to meeting the conditions the senior MOSID."

When I left my last trade I was at Cpl Spec 1 IPC 2 not Cpl Spec 1 IPC 1 which the calculator is pegging me at.

Am I interpreting this correctly?

- 4. Do I have any real recourse if my career is put at a detriment beyond circumstance of my control such as waiting a considerable time to be loaded on my SQ?  I wish there was a magic wand of wisdom that could be waived instead of going through the motions leading up to a full-fledged grievance.

- 5.  Does anyone have any resources that they could share that show me that IPC is linked/related to seniority in rank that transcends trade.

I know I am going to get the usual commentaries such as "suck it up". In the end it is about the principle.  So please, another few sets of eyes or experience in this area would be greatly appreciated.
