True that...though with the advent of Airsoft guns, you can do a lot with them, including practicing drills, basic target acquisition and such. Was funny that my school had a range in the basement of the gym - left over from the Cadet Corps days there. We had .22 LR rifles and pistols as well as target quality air pistols. We also had some shotguns that the Rangemaster/RSO would take us out shooting trap with...and long range iron silhouette plinking with the .22's...and this was in BC .We grew up in a different era of Canada though.
When you could get pistols and AR’s and practice yourself. My first AR wasn’t even restricted when I bought it.
I don’t think that option exists anymore, at least practically.
