At -5C or colder. Cold water at high pressure takes the fight out of the vast majority of people.

They're not that great and tend to just 'move the crowds around as opposed to dispersing them for good.

They can cause alot of eye and other trauma-type injuries too, sometimes to innocent bystanders.

Might as well use plastic bullets as you can target specific individuals, and arrest them, more effectively as the best deterrent to riots is quick and effective arrest by trained police/ troops.
