The one thing that I have learned form being involved with the administration of various social programs is that social programs do not last for the long term. You can bet this won't last beyond the next election, or scandal, or one of any number of other things.

Optomist, it won't last even that long. Basically as soon as sonme senior menagement type realises he/she needs to justify their performance bonus and/or spot on the promotion ladder, then it's time to reinvent the wheel again and everything old is new again. the best part is then explanation of why something we stopped doing 5-10 years ago because there was a better way,  is now  the better way than the thing it was replaced by.  :
