Death of the 640‘s

I just skimmed over a report done by a Maj. J. M. Rettie. I was about the death of the 640 trades and how the best and only thing to do is to start a militia construction "troop".
Just wondering if anyone has read this or has any insight into the death of these MOC‘s.(I hope they don‘t die.....I‘m rtying to recruit for 642)

The way he pluralized 640, I think he means all 64* where * is any number?

Also, how can you kill off those trades anyways? It would seem to the uninformed (me) that they‘re fairly important.
