But in 1970 Germany was the main political thrust. Norway was a sideshow. The Army followed the politicians and paid exactly as much attention to it as the politicians wanted. Germany, 1 Canadian Air Division and 4 CMBG (1 Cdn Div) was the main thrust.
At the time of the Beatty paper we could have shifted focus to the North.
I still believe that that would have created a more useful post-Cold-War force.

You misunderstand me.
The CF-18s, and the Canadians in Alaskan Region, Western Air Defence Sector, Eastern Air Defence Sector, and NORAD HQ aren’t just there for moral support.

To somehow suggest that "The Army" was only focused on Germany because "politicians" wanted it so, gives more credit to the BGHs at NDHQ than they deserve.

NATO's flanks were supposed to be protected by a 'Light Brigade' sized formation - the AMF (L).
As I had it explained to me once their main role was to ensure that, once the Russians invaded, enough casualties from contributing member states occurred to ensure that those countries had an excuse to enter the fray. Europeans were, and continue to be, notoriously gun shy when it comes to confronting Russia.

Perhaps reeling in the ambitions would bring the British Army back to being able to meet the commitments.

Russia's intelligence agency has been on a mission to generate "sustained mayhem on British and European streets", the head of MI5 has said.
Giving his annual update on security threats faced by the UK, Ken McCallum said GRU agents had carried out "arson, sabotage and more dangerous actions conducted with increasing recklessness" in Britain after the UK backed Ukraine in its war with Russia.
MI5 had also responded to 20 plots backed by Iran since 2022, he said, although he added the majority of its work still mostly involved Islamist extremism followed by extreme right-wing terrorism.
The complex mix of terror-related threats and threats from nation states meant MI5 had "one hell of a job on its hands", he warned.
In a wide-ranging speech, he said:
"The first 20 years of my career here were crammed full of terrorist threats.
"We now face those alongside state-backed assassination and sabotage plots, against the backdrop of a major European land war," he said.
The UK's "leading role" in supporting Ukraine means "we loom large in the fevered imagination of Putin's regime" and further acts of aggression on UK soil should be expected, he warned.
The UK's current terror threat level is substantial - meaning an attack is likely.

Not sure I agree.
Western governments seem eager to go after the Al-Quaeda’s, the ISIL’s and other non-state terror actors.
But when states like Russia, Iran and China are waging war on us in the grey zone, we seem oblivious, incurious or just wilfully blind.

Russia, Iran and China are States, with Heads and Establishments. They are out of bounds.
Al-Qaeda and ISIL, as you not are non-state actors. They have heads and probably have establishments as well but essentially they are criminal or outlaw organizations with no protections.
