Anyone know when our MOS review might be complete?

Anyone hear when this might be done? It would have been nice to get a raise after my promotion, but until the review is done I get the same amount I did as my lower rank. Bitter pill to swallow.
Also wondering if recruiting centers have adjusted their "Pitch" for this trade. Spec pay was a determining factor for my choosing. I feel bad for the young kids that are on tech course working their a**es off to get nothing in return for it, or the MS that is working for his CERT 3 only to get  promoted to PO2. The only raise they get are slip ons, PO1's that receive their CERT4 and promoted to CPO2 with no pay raise.
Is the writing on the wall for the end of spec pay for stokers?
I hope not, think they are short staffed now? Take away spec pay and it removes any incentive.

I admit I've never heard of a situation where one is promoted and not paid at the new rank. Is this something specific to Mar Eng?

Mike, sounds to me he's worried about getting paid at his new rank, but without the specialist pay rate for that rank attached to it.  That would be something interesting to have to pitch to the masses...and try to explain to Flag Officers why half their stokers have up and left...:pop:

Same thing is happening to the Sigs world.... very shortly there's going to be a lot of Technicians leaving if they lose their spec, and ISTs wanting out if they don't get spec like they were told they were going to get. MOS review is a trade killer.

Right now this should be only affecting in a major way those who were in receipt of one of the Spec pay levels and then went to incentive 1 at the next rank-not the same but minimal. As for a PO1 getting a Cert 4 and getting promoted to C2, if he/she was in receipt of Spec pay prior to the freeze, they are indeed back to incentive 1 (vice 3 I think to create the raise due to promotion). Unless you are in a highly unusual and unique situation, the adverse affects are minimal. Keep in mind, when the review is done, even if one level is negated, anyone being owed since the freeze WILL be backdated. If you were at the CM/MOC Mgr brief, Steve actually said he knew nothing (and if he doesn't, no one on here does) and would get the word out to the Coastal Advisors AS SOON as he heard anything. He also said that there SHOULD be an update in Apr-May. You should still be in receipt of Spec 1 (QL5) but your Spec 2 is frozen so you actually 'should' be getting your S1 still. I know this is frustrating for many like yourself but hang in there-I know; easier said than done.
PM me if you want, give me your details and I promise, I will find out if there is something more you should be getting. Bear in mind too, ALL trades in receipt of Spec pay are being/will be reviewed and go through this too; it isn't just us.

I was promoted to PO1 (and I was assuming I would be bumped up to Spec2 level zero at the new rank) from PO2 Spec2. My pay is exactly the same as the day before I was promoted. No incentive level. No raise. I understand that when the review is complete any pay I am owed will be back dated. IF the Spec 2 remains, if the Spec 2 is removed the next raise for me will be when I receive my CPO2 and even then a only after I have them for a year because CPO2 Spec 1 Incentive 1 is when the pay gets higher than my current PO2 Spec 2 Level 4 pay.
You will only be back paid what you are owed prior to Feb 1 2012. So in my case no back pay if Spec 2 is gone even though I have supposed to have been receiving it since Dec 1 2012.  I have been in touch with the MOC adviser and he has no indication of when the review may be done, just thought someone might have heard through the grapevine.
In my opinion the writing is on the wall and has been for some time, this is just one more step closer to have a CPO2 (any trade) as the senior MSE Chief rather than the current CPO2 CERA. And then MS CERT 3's collecting Spec 1.

Unfortunately, PO1 (no spec) is less than PO2 (Spec 2) IPC 4, regardless of the IPC.

There's a certain amount of wrongness there. No one should be promoted into a lower pay field.

Fortunately I didn't lose any money. May pay was protected at the PO2 spec 2. But in reality feel like I am losing money. I earned my promotion just like everyone else does, and the whole time I was working towards it the pay raise was a motivator. I think the situation is unfair. The effective date of any pay changes could have been  30 days after an official decision is made, not potentially years before TRB gets around to making an official decision. Yes I know the back pay will kick in if applicable, but that might take another few years after a decision is made. Just look at the severance pay, up to three years before anyone might see that.
Thats my rant for tonight.

Although I feel for you and agree it isn't a great way to be treated, at least they are being proactive on this one unlike other pay and benefit cuts or adjustments where it was announced the day of it coming into effect, or retroactively in too many cases.

Yes I have been in those  categories as well. I remember all too well the incentive freezes, and most recently the changes to IR and the CFIRP.

I was doing some research and found some interesting items regarding pay regarding federal employees.
In the past there have been some pay inequalities between different regions. The unions went to TB and demanded equal pay for the same jobs and qualification regardless of region. They did receive it, with back pay.
So currently if a Mar Eng was promoted prior to Feb 2012, for s**ts and giggles lets say Jan 30 2012, they would be getting paid in their new rank with incentives. The next guy gets promoted Feb 2 2012 and receives nothing until the review is complete.
So now you have two stokers with the same qualifications and the same rank getting paid differently. They both could be doing the same job. In fact the member getting paid less could be at sea as EOOW while the  member getting his regular pay is teaching at the fleet school collecting his incentives. Yes I know one would be making more with sea pay but take that out of the equation and the per making less is actually doing more work with more responsibility.
Understood I am beating a dead horse but this bitter pill is still deeply lodged in my throat. Being patient sometimes meaning dumping.

That is exactly where it is now but I suspect it is not at the top of his priority pile. All I can say (again), is that people are nudging other people and it sucks that it took so long but a Trade-wide email (not an internet forum) outlining the findings will be broadcast as quickly as possible following the announcement.
Rumours are rumours. Until you hear word then there is no news...plain and simple.
