Mukluk and older boot sizing

Can a supply tech (or anyone)  confirm or support this?

The issued muckluck sizes are not on par with north American shoe sizes.  So someone wearing a sized 9&1/2 pair of running shoes wouldn't take a size 10 muckluk.

Muckluks like the older mk3 combat boots  had different sizing.  I'm a 9 1/2 shoe/boot but when I was sized for combat boots I was given a pair of 7F boots that fit and my Muckluks were size 8 which were a little too big.

Have I been living a lie or is this a thing?

Really?  My shoe size and Mk 3 boot size are the same.
