When did the CF recognize the cyber domain/realm?

I have been doing some research online to find out when the CF recognized cyber as a realm/domain in which it must operate. I'm making a distinction between measures that DND/CF would take to protect themselves vs. stating that cyber is a new/different battle-space separate and apart from land, sea, air and space. Other than the document below (1) anything else I have found amounts to opinion or suggestion. Given that the GoC recognized the importance of cyber in 2010 (2) I would have thought that the DND/CF would have said something sooner.

Is there something published sooner than 2014?

This is not for a school project. I am ACISS in the Reserves and have had an interest in cyber since before joining and I work as an IT consultant (not cyber). My nature is to understand things in a bigger context and that includes knowing the history. I have the sense that the CF is a bit late to the game and am trying to gauge their rate of change. I know they announce the cyber operator trade a year or two ago so I'm curious to know how this plays out, both Reg and Res.
 
The first mention I saw of Cyber as a domain was in the FSE 2008 doc, published by CFD which I contributed to. The doc stated that along with the three existing recognized domains, (land, air, maritime) that future planners for the CAF would have to consider three new domains...space, cyber, and the cognitive or human domain.  Several years later we had a DG Space, and DG Cyber. FSE 2008 can be found through a Google search.

This document seems more aspirational, i.e. 'we recognize this' and/or ' we should do this', vs. what I was looking for which is 'our COA is X, Y and Z' (cyber).
 
You can always ATI the Cyber FD paperwork to see what can be released. I had a conversation with the Colonel in charge several years ago as I was looking at establishing a capability and thought that I could use some of their docs as templates/broad guidance. A good chunk of their FD docs are classified but you are likely to get something. As I recall, FD of Cyber began in 2011, not sure when IOC was reached and/or what that entailed.
