US Reference Question

So I was born in US but I never lived there my whole life. My recruiting officer wanted me to provide 2 references from US which I am unable to. What should I do from there?

Why?  Foreign references, as far as I know, are not permitted and I can't see any reason why they would be asking for something like this.
