Policy or Directive on Kitshops and Canteens

Looking through A-PS-110-001/AG-002 MORALE AND WELFARE PROGRAMS IN THE CF, I see at Chapter 3 Page 12 that the rules for kit shops are prescribed in CFAO 27-8 BRANCH, REGIMENTAL AND GROUP FUNDS.  When I go to CFAO 27-8, I see that it was cancelled on 14 Jan 2014 and replaced by DAOD 5045-0.  When I go to the DAOD, it points back to A-PS-110-001/AG-002.

So ... Does anyone know where the rules can actually be found?
