The job usually gets rotated between the services.Gen Dempsey was the last one from the Army 2011-15. Previous to that he had been Army Chief of Staff. I don't see him having trouble getting through the Senate confirmation process.
 
Dunford got his job in 2015 replacing Dempsey.Why Trump passed on the CNO or CoSAF I don't know,it happens.
 
Given his central role in waffling and flip-flopping on the still-pending publication of the Army's Iraq war study, he seems like an appropriate choice -- a pliable, uniformed bureaucrat who will avoid any hint of bad news or potential blame.
