If a large, deep pocketed law firm would back a good case like this pro bono, companies wouldn't want to try to intimidate consumers in this way.
 
I think I would want a little more information on the case before giving a good analysis of the situation (not that I probably could), but I think the article just seems like something to fill up space on a slow news day.  It doesn't have any information about the company actually having any violations and the sources that they use (ie "In a letter posted on another website...") just do not seem to have any merit. 

Of course the company just wants her to shut up, she isn't doing them any favours, but if their little tactic can give them one less crybaby, then I say go for it, especially if some of the statements are untrue. 

And on the letters from the minister of the environment and the minister of labour, they just sound like generic letters giving anyone who writes in a pat on the back for being so vigilant and taking the time to write in. 

In any case, I definately don't support companies using these tactics to shut people up to cover issues, but I just don't think there is enough information in the article to analyze the situation.

I have no idea if this is the correct site, but it seems like it would be.  However, I think since the article was posted, people flooded the site and it used too much bandwidth.  I guess they have hourly quotas, so maybe later in the night it might not be so bad.  Just keep checking back and you might get lucky. 

Or the site might be totally down now and I have just wasted bandwidth of this site!

The site was still down for bandwidth reasons, but the letter worked.  I'll keep trying the website.  I am still curious whether or not she has backed up her claims or if it is just blowing off steam.
