Combat Engineers vs engineering officers

There aren't any CER's in Wainwright, so you'd be looking at Edmonton if you want to be close to your family. Petawawa is better than Gagetown for outdoorsy stuff and dive courses are loaded nationally so it doesn't really matter which unit you're in.
 
Is it possible for officers to get specialized training? e.g. explosives disposal, pathfinder. Or are specializations generally reserved for NCMs? Thanks.
