You can open them, but you really put anything in them...unless they are basically the only pockets you have.

I don't know about your suppliers but every new police tunic I received had the flaps sewn shut with a few turns of thread, for whatever tailoring reason. Some civilian suits too, including those that that don't have pocket flaps.
