Application Status / BackCheck / Pre Screening

Hi All

This is a application specific question, so using the search function would not apply here. I am trying to figure out what is going on - what to expect...

I wrote my CFAT on Nov 18th, I passed the test. I was given a security clearance form because I have dual citizenship and a immediate relative in Turkey. ( Which has been taken out from the safe country list on Oct 30th).

I have been told my application would be put on hold until they hear from another agency ( I am assuming CSIS ) about my pre screening. They did not even do my part one medical which was spoused to be after CFAT.

Everything is clearly understood up to this point.

Today BackCheck contacted some of my references. I know it was BackCheck because they told them on phone and also my references were different for BackCheck and Security Clearance Form.

I was the under the impression that CF would not do anything until they heard about  my pre-screeing? So I am guessing both processes are happening at the same time? Any ideas?

Did read the thread but could not find what I am looking for... I did not read about anybody going through pre-clearence..
