Anyone who is a fan of the Britcoms "Yes, Minister" and "Yes, Prime
Minister" will know *all* the arguments that can be made against this idea,
as expounded by the "all-knowing" Sir Humphrey. Who for once, on this
issue, was - in my opinion, anyway - actually right!
