This should be a cautionary tale for those who push nuclear subs on this forum. Even with an increase to the Australian defence budget to 2.4% of GDP, significant cuts to other programs will be required to support that acquisition...
Might not be only GDLS.

Strong hint that subs are a discussion topic with the French PM, who is in Ottawa for bi-lateral talks.

A bit confusing. The money suggests, as KevinB indicated, a "timeshare" arrangement, but on page 26 of the document it says the following:
"To detect and manage airborne threats, we will acquire airborne early warning aircraft."
From the Minister's message - still an acknowledgement of the 2% at least.
"This significant increase in defence spending reflects Canada’s commitment to reach defence expenditures of 2% of gross domestic product and invest 20% of our defence expenditures on equipment, as agreed by NATO members...
$13.5Bil MORE dollars in the next 5 FYs, with the largest chunk in 28-29. It will be interesting to see how this all maps to programs. A lot for Cyber and long-range missiles for the Army.

Actually, the two Polars are rated PC2+. Very powerful machines.

Coincidentally, today a contract for new Program Icebreaker design was announced:

The latest renderings of the Polar are quite impressive:

If all these programs come to pass, Canada will have a world-class icebreaker fleet.
Canadians are increasingly in favour of increasing defence spending:

So the government could do it, without a political price.

And this article from a few years ago suggests the USAF might look at potentially adding another 74 to their fleet:
