After the local MP left from Brandon-Souris( Merv Tweed) to Omni Trax, they were seriously looking at shipping oil from SW MB/ SE Sk. OMNI TRAX had a couple oil shipments set up but I don't think they followed through (same time as the major price drops). It wasn't soon after that they were trying to pressure for funding both at a provincial and federal level. Something particular about going to the government for more money and then all of a sudden closing up.
oil by rail isn't the most economical.
Build a pipeline to Churchill, add icebreaker, not sure what the SAR capabilities are in Hudson Bay, but at the end of the day you avoid the noisy environmentalists who hold sway in Ontario quebec and BC.
That and the port in Churchill is operated year round.
